2010 年 1 月 12 日 《中国社会科学报》特别策划 王广、路育松、晁天义、郑飞、焦兵、褚国飞、王玉 杜维明美国哈佛大学教授、北京大学高等人文研究院院 我们现在谈的软实力,主要是指约瑟夫·奈提出的“软实力”概念。当时,他提出“软实力” 这个概念是旨在思考美国力量能维持多久。赞同“软实力”这种提法的人认为,美国并非单指 罗马文明,而是罗马文明与爱琴海文明的综合,它除了政治、军事和经济力量,还有文化力 量,现在必须提升这种文化力量,使之成为软实力;只有依靠软实力,美国宰制的时间才能 够更长,影响才可能更深。我同意这一观点。 软实力这种提法从长远看不会一成不变,它更多是一个策略性的提法。在同一时代,其 他一些概念也被提了出来,包括福山的“历史终结”和亨廷顿的“文明冲突”。这些论调的基本 着眼点都是如何回应来自西方以外力量对西方构成的冲击。现在重新看这些问题,我想大家 已经形成了新的共识:“历史终结论”的提法是荒谬的;在亨廷顿在世时,我和他也曾讨论过 “文明冲突论”这个问题,假如确实存在文明冲突的威胁,那么文明间的对话就更有必要了。 我曾在联合国作过一个关于全球化与文化多样性的报告,提出:假如没有对话,抽象的 普世主义就会造成霸权;假如没有对话,对于每一个特殊民族的认同就会变成封闭的特殊主 义,甚至会变成原教旨主义,乃至带有侵略性。所以大家相互间一定要通过对话把这些困难 消解掉,即使无法消解,也可以因此而把各个复杂面体现出来。美国总统奥巴马拿到诺贝尔 和平奖,争议非常大,但是他的一个非常大的贡献,我认为是一个十分了不起的贡献,就是 把小布什政府的单边主义给整个消除掉了。他强调对话,到伊斯兰世界去对话,到埃及去对 话,到非洲去对话。美国也因此从一个单边主义的宰制性力量成为了一股协调的力量,无论 协调是否成功(因为其中有很多利益相互牵制),但是有无自觉性本身就构成了很大的差别。

【文章】2010年,文化多元、文化间对话与和谐:一种儒家视角
中外法学Peking University Law JournalVol 22, No. 3 (2010) pp 326-341 本文由华东师范大学出版社编辑万骏翻译; 北京大学法学院副教授李启成审校。 文化多元是世所公认的事实, 被认为是促进人类繁荣的一个基本因素而受到赞扬, 但它也 被视为成为世界公民的一种威胁。生态意识让人类明白, 人类的生存正处于危险之中, 因此, 无论富国还是穷国, 我们注定要同舟共济。但就找出一个公平的方式来应对人类所面临的危 险而言, 生态意识却分裂了国际社会。其结果是, 发达国家和发展中国家为了扭转这一大规模 破坏的趋势, 僵持在了似乎无休止的关于分配正义的讨价还价上。尽管有越来越多的科学证 据表明, 环境恶化正在威胁人类的生存, 但令人沮丧的是国际政治结构因其惯性变得愈加顽固 颟顸, 在处理全球范围的危机方面更显无能。因而, 或许文化间对话不能解决上述危机, 但它 必定是人类生生不绝、 繁荣昌盛的第一步。 首先, 我要反思一下文化多元现象。
